Windows CE Upgrade Release:

* Added new "Option / Phone" menu item to main window; if there is no phone device the menu item must be disabled.
* Added ability for Recordpad to record phone calls automatically; it must be started automatically when the phone is in talking state. If RecordPad was started automatically and user did not activate it, it also exits automatically. The ability to automatically record phone calls is maintained after soft-resets.
* Added new "Phone" tab to Settings dialog, with option "Automatically record phone calls"; if there is no phone device the option must be disabled.
* Fixed assignment of hardware keys to "Record" function.
* Fixed bug with mp3 VBR settings actually recording with a constant bit rate (CBR).
